The release notes only say “This update provides important bug fixes and is recommended for all users.”
Apple has clarified that the actual bug fixed is a cellular network issue on Series 6, Series 7, Series 8, Series 9, Series 10, SE 2, Ultra, and Ultra 2 that affects their ability to connect to emergency services in Australia.
